Secretary-General

Position Summary

The Secretary of the Association shall be in charge of the office of the Association and shall exercise supervisory authority and control over other offices of the Association. All property, documents, records and assets of the central office shall be in his charge, subject to the control of the Executive Committee. He shall have charge of all correspondence. He shall convene a meeting, issue notices and agenda and circulate minutes and reports of meetings and conferences sponsored, organized or called by the General Body or the Executive Committee of the Association. He shall execute and implement all decisions, programs and policies of the Associations. He shall attend all meetings of committees, conferences sponsored or called by the general body of Executive Committee unless the decision for calling or constituting such meetings provides otherwise.

Key Responsibilities

Administrative and Operational Management:

  • Correspondence & Communication: Oversee all internal and external correspondence of the Association, ensuring timely responses and accurate documentation.
  • Documentation & Record-Keeping: Manage and safeguard all papers, documents, records, and assets of the Association, including both physical and electronic files.
  • Meeting Coordination: Convene and coordinate meetings of the General Body, Executive Committee, and other sub-committees. Prepare and circulate notices, agendas, and minutes for all meetings.
  • Policy Implementation: Execute and ensure the implementation of the decisions, resolutions, and policies adopted by the General Body and Executive Committee.

Financial Oversight:

  • Financial Management: Oversee the financial health of the Association by ensuring the accurate collection of dues and maintaining transparent financial records.
  • Payments & Approvals: Ensure all payments and financial transactions are in accordance with the decisions of the Executive Committee. Countersign all cheques issued by the Association, as required

Staff & Office Management:

  • Staff Supervision: Oversee all staff of the Association, ensuring that all operations are conducted in compliance with established rules, regulations, and bylaws. Provide administrative leadership and guidance.
  • Office Management: Ensure the efficient operation of the Secretariat by managing day-to-day activities, workflows, and resources.
  • Delegation: Delegate appropriate tasks to staff members while maintaining overall responsibility for their performance and compliance with Association policies.

Liaison & External Relations:

  • Government Relations: Act as a liaison between P@SHA and governmental bodies, including ministries related to technology, commerce, and trade. Represent P@SHA in meetings and events with government officials and other key stakeholders in support of the office bearers and committee.
  • Industry Relations: Foster and maintain P@SHA relationships with private sector partners, international organizations, foreign missions, and trade bodies to promote the interests of P@SHA members.
  • Public Relations: Manage the Association’s communication with the media, including issuing press releases, handling media queries, and maintaining positive public relations.

Policy & Strategic Oversight:

  • Policy Advocacy: Lead policy advocacy efforts in the tech and software industry, including proposing new laws and regulations to improve the business environment for tech companies.
  • Charter & SOP Development: Develop, review, and enforce charters, standard operating procedures (SOPs), codes of conduct, and ethical guidelines in collaboration with the Executive Committee.
  • Research & Data Collection: Coordinate the collection of research, statistical data, and industry trends to provide actionable insights to members and stakeholders.

Event & Conference Management:

  • Event Coordination: Plan, organize, and manage events such as conferences, workshops, seminars, and exhibitions, ensuring successful execution and maximum participation.
  • Meeting Arrangements: Oversee the coordination of meetings with local and international stakeholders, including preparing necessary briefs, materials, and logistical arrangements.

Legal & Compliance:

  • Court & Dispute Resolution: Handle legal disputes involving the Association, ensuring proper legal procedures are followed and liaising with legal counsel as necessary.
  • Membership Management: Notify members of the Association about any changes in membership status, including resignation, expulsion, or cessation of membership.
  • Legal & Regulatory Compliance: Represent P@SHA in legal matters and ensure adherence to all applicable laws, regulations, and standards, including compliance with the Directorate General of Trade Organizations (DGTO) requirements, as well as any other industry-specific or statutory obligations.

Executive Support:

  • Support to Executive Committee: Provide direct support to the Chairman, Vice-Chairman, and Executive Committee in decision-making processes and strategic planning.
  • Event Representation: Accompany office-bearers to important events, meetings, and conferences, and represent P@SHA at high-level engagements.
  • Speech & Document Preparation: Assist in drafting speeches, presentations, and other communications for the Chairman and other office-bearers.

Miscellaneous Responsibilities:

  • Member Services: Handle member queries, provide necessary support, and ensure members’ needs are met.
  • Publications & Communication: Oversee the production of P@SHA publications, including newsletters, reports, and marketing materials.
  • Other Duties: Perform any other tasks as assigned by the Chairman or Executive Committee that are incidental to the position of Secretary General.

Qualification/Eligibility Requirements

  • At least 16 years of education.
  • At least 10 years of experience in a chamber, management role, or working with trade and/or bilateral international organizations.

Skills

  • Strong leadership and management skills.
  • Excellent communication (verbal and written) and interpersonal skills.
  • Ability to work under pressure and handle multiple tasks simultaneously.
  • Proven experience in policy advocacy, financial management, and staff coordination.
  • High proficiency in Google Workspace, and other office management tools.
  • Strong understanding of the IT/tech industry and the challenges faced by the Industry in Pakistan
