How many software houses required

Helo, am willing to start an IT hub in which i am trying to cover software houses, call centers, ISP and IT related other services, i have no idea how many software houses and call centers will be feasible, the area i wil design them is located in blue area islamabad, give me suggesion about the commercial feasibility of this project.
